Shangdong FDA Push for “Key Element” Inspection on Cosmetic Manufacturers

FDA in Shangdong Province launched a mission recently to target the key elements in the manufacture of cosmetics. Details of the mission were specified in its latest “notification of supervision and inspection of key elements in manufacture of cosmetics and healthcare food”, which calls for all subordinate departments and frontline inspectors to conduct thorough examination of what are generally regarded as the key elements of cosmetic manufacturing, such as safety and security measures, storage and ingredient management.

EcoWaste Coalition Uncovers Mercury Containing Cosmetics in Philippines

Recently, this group uncovered FDA-banned skin whitening cosmetics laced with mercury such as Angel Placenta Skin Whitening Cream, JJJ Magic Spots Removing Cream and S’zitang Whitening Cream being sold in Marikina and Pasay City in Philippines. These mercury containing cosmetics can cause damage to the central nervous systems, the skin and the kidneys.

Fujian CIQ Increased Frequency and Stringency of Regulatory Inspection Indicative of Broader Government Policy

Fujian Inspection & Quarantine Bureau ramped up regulatory efforts in the first half of 2015 with 4400 batches of imported cosmetics and food being examined, an increase of 18.73 % compared to the same period last year. The number of unqualified batches was 800, a rise of 8.39 % compared with last year.

Guangdong FDA Cosmetic Random Inspection Campaign

Guangdong FDA has recently been conducting a campaign of unannounced spot checks on a number of cosmetic manufacturers and operators within its jurisdiction.Six inspection teams were assigned to the campaign which targeted skin-whitening, freckle-removing and acne-removing products. The focus was on finding any prohibited substances or excessive use of restricted substances.

Two Cosmetic Vendors Trigger Hefty Fine

Two vendors from Zhejiang Province were found selling imported cosmetic products without requisite attached Chinese labels, an apparent violation of “Regulation of Cosmetic Hygienic Supervision”, and are expected to be fined up to 10,000 yuan for each violation in addition to having all remaining products confiscated.

Chinese Authorities Warn Consumers of Risks Associated with Injectable Sodium Hyaluronate Products

China Food and Drug Administration recently discovered beauty parlors and medical beauty institutions selling or using counterfeit or illegal injectable sodium hyaluronate products. Consumers are advised to excercise caution when using injectable sodium hyaluronate products and go to beauty parlors officially certified with a license to give such treatments.

CFDA Consults on Draft Regulations concerning the Supervision and Administration of Cosmetics

In the second half of 2013, CFDA began reforms of Regulations concerning the Hygiene Supervision over Cosmetics in order to further standardize the production and operation of cosmetics, reinforce the supervision and administration of cosmetics, ensure the quality of cosmetics and safety and safeguard consumers’ health. On November 8 2014, CFDA started to solicit public opinion on the revised version, renamed Regulations concerning the Supervision and Administration over Cosmetics. The regulation gives clear provisions for filing or registration of cosmetic ingredients and products, production of cosmetics, labeling and advertisement as well as supervision over cosmetics throughout the supply chain. Once this regulation comes into effect, the Regulations concerning the Hygiene Supervision over Cosmetics shall be repealed simultaneously.

CFDA Uncovers 6 Cosmetic Products Containing Prohibited Substances

On 24 Jun 2014, CFDA released the result of a national random sampling campagin of cosmetics used in acne treatment, whitening and freckle-removing. 6 kinds of products were found to contain antibiotics (mainly metronidazole and chloramphenicol) that are prohibited according to the Hygienic Standard for Cosmetics 2007.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
