India to Formalize Ban of Domestic Animal Testing in Cosmetics
Jan 24, 2014
On Jan 13 2014, The Ministry of Health and Family Welfare announced the draft amendment to the “Drugs and Cosmetics Rules 1945” which proposes to formalize the nationwide ban on animal testing in India’s principal cosmetic regulation. Public consultation will be accepted in forty-five days from the date of publication of this draft.

South Korea Ratifies Non-animal Testing for Functional Cosmetics

According to the Notice of Partial Amendment of Rules for Examination of Functional Cosmetics released on 31 Dec 2013 by South Korea’s Ministry of Food and Drug Safety (MFDS), South Korea has sanctioned alternatives to animal testing for functional cosmetics.

China Officially Accepts Domestic Non-special Use Cosmetics without Animal Testing

On 16 Dec, CFDA published the breaking adjustment of registration of domestic non-special use cosmetics and whitening products. Mandatory animal testing has been officially removed for domestic non-special use cosmetics.

Korea to Permit Non-animal Testing for Functional Cosmetics

In accordance with global trend towards implementation of ethical alternatives to animal testing of cosmetics, Korea’s Ministry of Food and Drug Safety (MFDS) will permit the use of alternatives to animal testing in substantiating the safety of functional cosmetics.

A Series of Testing Standards for Cosmetics Issued

On 6 Sept, China Standardization Administration published the Announcement 17 of 2013 which contains 19 testing standards mainly for prohibited and restricted substances in cosmetic products and 4 product standards regarding lotion, hair dye, shampoo and facial cleanser, respectively.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
