Guangzhou Government to Cancel the Notification of over 300,000 Batches of Non-compliant General Cosmetics

On July 26, 2022, Guangzhou Administration for Market Regulation (AMR) announced to cancel the notification of over 300,000 batches of general cosmetics, including unconfirmed cosmetics on the new platform, and cosmetics lacking the required annual report. The notifiers with objection are allowed to apply for a hearing for their products on August 8-9, 2022.

China Consults on Technical Guidelines for Special Cosmetics with Freckle-removing and Whitening Efficacy

The Guidelines integrates the regulatory requirements for “freckle-removing and whitening cosmetics” in CSAR and its subsidiary regulations, including product definition, scope, requirements for using freckle-removing and whitening agents, prohibited claims, safety assessment, and efficacy evaluation. It provides the basis for registrants to prepare registration documents, and the technical review department to review registration documents.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods.
