CFDA Normalize Cosmetic Risk Monitoring Work

In an effort to reduce the risks associated with cosmetic products in China, CFDA designated a secretariat responsible for cosmetic risk monitoring work, organizing activities and coordinating daily routines. The secretariat will oversee a cosmetic risk monitoring workgroup which will deal with detailed work such as cosmetic risk information collection, on-spot risk assessment and feedback about monitoring practices.

To define the responsibilities of the cosmetic risk monitoring workgroup, CFDA also issued a documentary standard defining the scope of risk monitoring as well as monitoring procedures. In the standard, the definition of cosmetic risk monitoring is: "to systematically and dynamically collect information and samples of cosmetics containing potential risk factors, and analyze the examine results which may be used as prerequisites for market sample inspection, risk assessment and deposition".

Risk monitoring will prioritize the following products:

  1. Potentially hazardous products
  2. High turnover products with a large number of products circulating in the market
  3. Products which have caused public safety issues
  4. Products which use false/exaggerated advertisements/claims
  5. Products which pose potential risk as shown by adverse reaction examination
  6. Products with hazardous residues which are caused by substandard technical capacity.

The results of risk monitoring must be reported to the secretariat for final decision. The workgroup is also prohibited from releasing the results to the public without permission.
