Takehome:
Pudong filing management for first import non-special use cosmetics will expand to Tianjin, Liaoning and other 8 Free Trade Zones from Mar 12th 2017 to Dec.21st 2018.
During the period from Mar 12th 2017 to Dec.21st 2018, filing will expand to 10 FTZs including:
- Tianjin
- Liaoning
- Zhejiang
- Fujian
- Henan
- Hubei
- Guangdong
- Chongqing
- Sichuan
- Shanxi
Only first imported non-special use products assigned to a responsible person (RP) registered within each free trade zone are eligible for filing management. The RP should use the unified online system: "imported non-special use cosmetics filing management system" to fill out the electronic application to be eligible for a filing certificate. Only RP's with a filing certificate can import and sell products. The No. on the certificate is composed of "Abbreviation of the province where FTZ located" + number of the year (e.g. 2017) + six sequence number.
If an imported non-special use cosmetics has already applied for cosmetic registration, it can withdraw the application before technical review has begun, and re-apply for filing. Filing of imported cosmetics is only allowed in Pudong and the locations mentioned above.
The ten new filing management locations will be administrated according to "Procedures of Filing Management for First Import Non-Special Use Cosmetics through Shanghai Pudong New Area (Interim)".
