On October 10, 2018, the State Council issued a notice of Advancing the Reform of “Separating Certificates from Business License” nationwide. From November 10, 2018, the reform of first batch of 106 enterprise-related administrative approval items will be carried out in following four ways.
- Directly cancel administrative approval;
- Change administrative approval to filing management;
- Simplify administrative approval procedures and implement notification and undertaking system;
- Optimize access service.
Among the 106 enterprise-related administrative approval items, first-imported non-special use cosmetics will be changed from administrative approval to filing management nationwide, and the approval period of cosmetics production licenses will be reduced to two-thirds of the original. Specific reform issues, detailed reform measures and post-market regulatory measures will be submitted for filing and open to the public before November 10, 2018.
