China NIFDC Finalizes Technical Guidelines for Anti-Hair Loss Cosmetics

In September 2025, China's National Institutes for Food and Drug Control (NIFDC) opened a public consultation on two draft technical guidelines concerning anti-hair loss cosmetics. Following the consultation, NIFDC formally issued the finalized documents on December 16, 2025, namely the Technical Guidelines for Research on Anti-Hair Loss Cosmetics (Trial) (the Cosmetics Technical Guidelines), and the Technical Guidelines for Research on Efficacy-Related Ingredients of Anti-Hair Loss Cosmetics (Trial) (the Ingredients Technical Guidelines).¹
