In September 2021, China National Medical Products Administration (NMPA) released the cosmetic registration and notification data in 2021H1. For the initial registration of special cosmetics, NMPA accepted a total of 930 imported products, approved 719 and disapproved 34. 2,369 Chinese domestic products were accepted, more than double the imported products. In addition, 9,802 imported general cosmetics were newly notified, and a total of 79,815 are listed in the NMPA’s online notification system.

Comparison of Imported Cosmetics Registration and Notification Data between Q1 and Q2
Starting from May 1, 2021, China has implemented a new registration and notification framework for cosmetics and launched a new online system for companies to submit applications. Based on the registration and notification data, it seems that the implementation of the new framework didn't have a great impact on the initial registration and notification applications of imported cosmetics. For the notification of imported general cosmetics, the data showed a slight increase: 5,143 products were notified in Q2, up by 10% from Q1.

With regard to the initial registration of imported special cosmetics, there was a little decrease in the number of accepted products. But NMPA approved 57 more products in Q2 than Q1, which may attribute to the accelerated processing of the applications submitted on the old online registration system.

However, Q2 witnessed an apparent growth on both the accepted and approved imported special cosmetics‘ registration renewal applications. It is estimated that the growth may be caused by companies speeding up to finish the renewal before the implementation of the new registration framework. For these applications, NMPA expedited the review process on the old online registration system.
