On December 6, 2024, the China National Institutes for Food and Drug Control (NIFDC) announced the optimization of the product safety assessment material submission module within the Cosmetics Intelligent Application and Review system. It also released the Guidelines for Filling in the Full Version of Cosmetic Safety Assessment Materials to assist enterprises in completing their submission process.
This improvement aims to promote the orderly implementation of the cosmetics safety assessment system, assist enterprises in filling out the full version of safety assessment reports in a standardized manner, and improve the efficiency of material submission and product notification/registration. Cosmetics notifiers/registrants can now use the updated module to submit the full versions of safety assessment materials, which shall comply with relevant cosmetic laws and regulations and normative documents, including the Technical Guidelines for Cosmetics Safety Assessment 2021.
Background
Under the Cosmetic Supervision and Administration Regulation, cosmetic notifiers and registrants are required to perform safety assessments of their products—either independently or through professional institutions—and submit the safety assessment reports during the registration and notification process.
On July 8, 2024, the National Medical Products Administration (NMPA) announced that before May 1, 2025, cosmetic notifiers and registrants can still submit a simplified version of the safety assessment report, provided it meets the requirements of the Technical Guidelines for Cosmetic Safety Assessment. After that, a full version will be required.
