Recently, Guangxi Medical Products Administration's (MPA) announced a 2020 cosmetic sampling inspection plan allotted by the National Medical Products Administration. The project intends to carry out national sampling inspections on 715 bathes of cosmetics within the jurisdiction of Guangxi Province, covering 11 cosmetic types. Altogether 190 testing items will be inspected.
Specifics of the Sampling Inspection Scheme
The 11 targeted cosmetic sampling types include baby skincare products, anti-acne products, facial masks, body powders, domestic non-special use skincare products with "moisturizing," "nourishing" claims, domestic non-special use skincare products with "firming," "anti-wrinkle" claims, anti-freckle/whitening products (except mask products), hair nourishing products, lip care and lip makeup products.
With regards to key sampling areas, emphasis will be placed on the business units such as concentrated trading market (wholesale markets), pharmacies, retail chain stores (excluding the counters in shopping malls), beauty salons, online network operators, small shops, shopping malls, and supermarkets. Notably, the sampling batch proportion of shopping malls and supermarkets should be less than 40%, and the centralized trading market (wholesale market) should be no less than 5%.
With regards to the sampling area, it will cover more than seven prefecture-level cities, with each prefecture-level city covering two counties under its jurisdiction. The inspection priority will be given to the urban-rural fringe, and the sampling batch proportion of urban area shall be greater than 40%. Additionally, an appropriate number of sampling batches will be added to regions with more unqualified products.
