China’s Provincial FDAs Scaling up Regional Market Inspection

China’s increased supervision of domestic cosmetic trade has once again brought the safety of cosmetics circulating in China’s markets into question after a recent spot check of acne cosmetics conducted in Yiwu city of Zhejiang Province.

China’s increased supervision of domestic cosmetic trade has once again brought the safety of cosmetics circulating in China’s markets into question after a recent spot check of acne cosmetics conducted in Yiwu city of Zhejiang Province. The inspection revealed usage of 25 banned ingredients including antibiotics, hormones and corticosteroids, including Ofloxacin, ketoconazole and dexamethasone.

According to China’s “Cosmetic Hygiene Standard”, now known as the “Cosmetic Safety Technical Standards”, both antibiotic and hormone ingredients are regarded as prescription drug—meaning they can be used only under doctor’s instruction, and are explicitly banned from use in cosmetic products. Companies often risk including these banned substances in their formulas due to their efficacy in treating a variety of skin related issues. Chronic exposure weakens the immune system and as such should be closely monitored by a qualified physician.

The investigation is still ongoing however production and sale has immediately been halted in addition to a product recall and the suspension of the sales permits of the offending parties. Meanwhile, inspectors have warned customers to be aware these cosmetics are circulating on the market and to be vigilant of any products bearing medicinal claims.
