On October 20, 2025, the China National Institutes for Food and Drug Control (NIFDC) released the first batch of new cosmetic ingredients (NCIs) selected for innovation guidance. 1 The initiative aims to promote the research, development, and application of innovative cosmetic ingredients in China.
The list includes 16 NCIs that underwent a rigorous selection process, evaluated for their potential for early market entry, alignment with Chinese domestic characteristics, capacity to substitute imported ingredients, and contribution to sustainable development. A public consultation on the list will be open from October 20 to 24, 2025.
Note: Inclusion in the list does not constitute pre-approval of quality or safety. The notification or registration procedures must still be conducted in accordance with relevant requirements. The NIFDC will provide comprehensive guidance throughout the R&D and notification/registration process.
