In an exclusive interview with Chemlinked a Zhejiang FDA official announced that now Zhejiang province permits repackaging of cosmetics and will not implement the proposed repackaging ban unless CFDA releases the official notification. At present Beijing FDA, Guangdong FDA and Tianjin FDA have already banned filing of repackaged cosmetics. Other provinces are still accepting new repackaging applications and are instead adopting a “wait-and-see” attitude.
The official also revealed that some provinces asked about the official ban during an internal meeting but the CFDA did not offer any further confirmation on the topic.
Companies involved in repackaging of cosmetics can choose OEMs in the provinces that permit repackaging until the release of the official ban. Based on our experience it is also expected that if and when the ban is finalized existing products will still be able to be sold until their expiration date. However related companies are still recommended to take necessary preparations in advance.
