Cosmetic Standardization Commission of China Advise on Proper Ingredient Labeling

1. Language Conformity

According to “GB 5296.3-2008 Consumer Use Instruction/Cosmetic Label”, the ingredient names must be in Chinese and sourced from the standard Chinese nomenclature of cosmetic ingredient, a translated version of the International Nomenclature of Cosmetic Ingredients (INCI).

2. The Sequence of Ingredient List

The sequence of the ingredient list is determined by the volume of each ingredient. All ingredients should be listed sequentially in order of highest to lowest concentration from top to bottom. All substances in concentrations greater than 1% must be listed in descending order. Substances lower than 1 % can be arranged freely. It’s worth noting that the sequence of the ingredient list has nothing to do with ingredient function.

3. Marking of Pigment and Flavor

The pigment contained in the cosmetic must be noted with an officially allocated number or Chinese name. Flavor does not need to be marked out with any specific designation nor do supplementary ingredients.

4. Full Ingredient Listing

According to GB 5296.3-2008 and “Cosmetic Label Administration Rule”, from 17 June 2010, all cosmetics intended to be placed on the Chinese market must be accompanied with a label clarifying the complete set of ingredients in the product formula. This rule applies to such products as skincare, make-up, hair-growth/care, hair styling, hair dye, hair perm, fragrance, body wash and sanitizer.
