On January 13, 2022, EU Scientific Committee on Consumer Safety (SCCS) launched a two-month consultation on the opinion as to Genistein (CAS No 446-72-0, EC No 207-174-9) and Daidzein (CAS No 486-66-8, EC No 207-635-4). 1 On September 27, 2022, the SCCS released the finalized version of this opinion. 2
Both Genistein and Daidzein are common forms of isoflavones, and they are included in the European database for information on cosmetic substances and ingredients (CosIng) with the reported functions of "skin conditioning". Since they are not regulated under the Regulation (EC) No. 1223/2009, the SCCS has carried out a safety assessment on them to respond to cosmetics stakeholders' demand.
According to the safety assessment based on the available relevant data, and in consideration of the potential endocrine disrupting properties of phytoestrogens, the SCCS is of the opinion that:
the use of Genistein in cosmetic products up to a maximum concentration of 0.007% is safe;
the use of Daidzein in cosmetic products up to a maximum concentration of 0.02% is safe.
