EU to Ban 15 CMR Substances in Cosmetics Starting May 2026

To align the Cosmetics Regulation with the latest CMR classifications, EU has adopted amendments to four cosmetic ingredient lists: 1) List of prohibited ingredients: 2 revisions, 2 deletions, and 15 additions 2) List of restricted ingredients: 2 additions 3) List of permitted colorants: 1 revision 4) List of permitted preservatives: 1 revision

In May 2025, EU notified the WTO of a draft regulation proposing amendments to four ingredient lists of Regulation (EC) No 1223/2009 (Cosmetics Regulation), aimed at aligning it with the latest classification of substances as carcinogenic, mutagenic, or toxic for reproduction (CMR). These amendments were formally adopted on January 13, 2026, through Commission Regulation (EU) 2026/78. The amending regulation will take effect on February 2, 2026, while the new measures will apply from May 1, 2026.1

The amendments introduce 15 newly prohibited ingredients, impose new restrictions on Hexyl Salicylate and Silver, and modify the conditions for using Silver as a colorant and o-Phenylphenol as a preservative.
