On July 10, 2025, EU published Commission Implementing Decision (EU) 2025/1175 in the Official Journal, formally updating the Glossary of Common Ingredient Names (the Glossary) to support standardized labelling and ingredient identification. The Decision will enter into force on July 30, 2025, while the updated Glossary will apply from July 30, 2026.1
Pursuant to Regulation (EC) No 1223/2009 (the Cosmetics Regulation), the Glossary functions as the legally binding reference for ingredient names used in cosmetic labelling. Where a Glossary name is available for an ingredient, it shall be applied. The current consolidated Glossary, established by Commission Implementing Decision (EU) 2022/677, has been in force since April 29, 2023. Since then, a large number of new ingredient names have been used for cosmetic products placed on the EU market. To address this, EU has prepared this updated Glossary to incorporate all recent changes, expanding the total entries from 30,070 to 30,418. These changes cover:
Including new INCI names published by the Personal Care Product Council;
Correcting existing ingredient names that were erroneously reported or omitted;
Removing outdated ingredient names or those replaced by INCI names.
In the interest of clarity and legal certainty, the updated Glossary will apply from July 30, 2026—12 months following its publication in the Official Journal. At the same time, Commission Implementing Decision (EU) 2022/677 will be repealed. However, economic operators are permitted to adopt the updated Glossary earlier on a voluntary basis.
