EU Updates Cosmetic Ingredient Lists to Address Newly Classified CMR Substances

The EU will adopt new changes to cosmetic ingredient lists of the Cosmetics Regulation on September 1, 2025, including: 1) List of prohibited ingredients: 21 addition and 1 revision 2) List of restricted ingredients: 1 deletion

On May 13, 2025, EU published Commission Regulation (EU) 2025/877 in its Official Journal, finalizing amendments to the prohibited and restricted ingredient lists of Regulation (EC) No 1223/2009 (Cosmetics Regulation). These changes, initially notified to the WTO in June 2024, reflect new classifications of CMR substances (those identified as carcinogenic, mutagenic, or toxic for reproduction) under Commission Delegated Regulation (EU) 2024/197. While the regulation will come into force on June 2, 2025, the updated ingredient requirements will apply from September 1, 2025.1

Detailed changes introduced by the Commission Regulation are presented below, with red text indicating updates to existing lists:

1. List of Prohibited Ingredients: 21 added, and 1 revised

Following the classification established in Commission Delegated Regulation (EU) 2024/197, EU adds 21 CMR substances to the prohibited ingredients list, which are not yet regulated in the Cosmetics Regulation. Additionally, EU updates the existing entry for "2-cyano-N-[(ethylamino)carbonyl]-2-(methoxyimino)acetamide", incorporating an additional chemical name and CAS number for better clarity and legal certainty.

The substance "Trimethylbenzoyl Diphenylphosphine Oxide" (CAS No. 75980-60-8), which is presently listed under Entry 311 of the restricted ingredients list, has been newly classified as a reproductive toxicant under Commission Delegated Regulation (EU) 2024/197. Given its inclusion in the prohibited ingredients list, EU removes it from the list.
