Guangdong Launches Crossborder Ecommerce Traceability System

Recently Guangdong province launched a CBEC traceability system which streamlined with the current e-port platform*. Every commodity on the platform is issued an individual QR code. Consumers can scan the QR code and find 21 categories of information such as origin, manufacturer, filing number, CBEC company name and logistics information.

Consumers can scan the QR code and find 21 categories of information such as origin, manufacturer, filing number, CBEC company name and logistics information.

After enterprise complete relevant CBEC administrative requirements CIQ will issue a QR code which can be attached to the minimum sales packages. When commodities leave the warehouse, companies shall scan the code, connecting the code and the shipping order.

The platform will include the domestic and internal quality information, epidemic and disease information, daily quality supervision data, quality spot check data and consumer compliant information. CIQ will conduct comprehensive risk assessments on commodities based on the data collected through the new system and take corresponding measures based on risk assessment results. The CIQ will also implement a commodity grading management system and company integrity grading management system. Companies on the blacklist will be disclosed to the public and become key supervision targets. In future, the system is expected to be expanded to include overseas manufacturers.

The platform is actually a measure to crack down the enormous volume of disqualified commodities discovered in Guangdong. Last year an inspection on cross-border e-commerce children products conducted by AQSIQ showed a disqualification rate of 33%. Controversy and numerous negative news stories related to the product compliance and safety of crossborder e-commerce commodities were also released. To protect consumers’ interest, Guangdong province decided to develop the system.

Note: The e-port platform refers to the currently online platform for customs to record information of imported articles.
