China General Administration of Quality Supervision Inspection and Quarantine (AQSIQ) released “Management Rules for Domestic Consignees Filing, Import Records and Sales Records of Imported Cosmetics” on August 23 2016.
The rules require domestic consignees or importers to register their information and products import/sales records through an online information platform. AQSIQ expect that they can promptly recall unsafe products and assign liability by using related information, and achieve effective whole process traceability.
In the past the province where filing was made needed to be the same as the one where goods were actually imported. The benefit of the online platform is that importers can choose a CIQ in any province to file a record and then declare for customs inspection at other provincial ports. The change will offer much greater logistics flexibility for companies exporting to China.
