SKI Border: An import certificate for goods entering Indonesian territory, which shall be obtained before the goods are released from the customs area;
SKI Post Border: An import certificate for goods entering Indonesian territory, which can be obtained either before or after the goods are released from the customs area.
On November 8, 2023, Indonesian Agency for Drug and Food Control (BPOM) issued amendments to the Regulation for Supervision on the Entry of Drugs and Food into the Territory of Indonesia. The Regulation outlines the entry requirements for imported drugs (including cosmetics) and food. The amendments will take effect on December 8, 2023.
According to the current Regulation, importers of cosmetic products must obtain an import certificate (SKI Post Border) either before or within seven days after the goods are released from the customs area. Importing drugs (including cosmetics) and food that are not stated in the SKI Post Border certificate is prohibited in Indonesia.
The amended Regulation introduces a change to the cosmetic import certificate, replacing SKI Post Border with SKI Border. The main distinction is that SKI Post Border shall be acquired before or within seven days after the goods are released from the customs area, while SKI Border must be obtained prior to the release from the customs area.
The documentation required for import certificate application remains the same, as the amendments do not affect the necessary documents.
The amendments aim to further standardize the cosmetics import process. Starting from December 8, companies must ensure they have obtained the appropriate import certificate, i.e., SKI Border before the cosmetics are released from the customs area.
