1. Slightly modify the documents required for cosmetic notification in Indonesia
The remaining validity period of GMP-related certification documents is adjusted from the current at least six months to at least three months.

2. Clarify the requirements for importers and commissioning manufacturers
Before applying for notification, importers or companies that commissioning other companies to produce cosmetics (hereafter referred to as "commissioning manufacturer") must obtain a letter of recommendation as a notification applicant from the local UPT BPOM Head. The draft:
Clarifies the requirements when importers and commissioning manufacturers act as notification applicants.
1. The notification application is submitted by the leadership/director of the company who is not involved in crimes in the cosmetic industry
2. Have a technical person in charge, evidenced by a photocopy of the National Identity Card (KTP), diploma, and the cooperation agreement between the technical person in charge and the company leadership
3. Have documents for procurement and distribution of cosmetics in the form of: 1) written procedures and records of cosmetics procurement, receipt, storage, and release 2) cosmetics inventory records/stock cards 3) written procedures and records of complaints handling 4) written procedures and records of cosmetics withdrawal and disposal 5) written procedures and records of remained sample handling

Adds Annex IV, which details the procedures and specific requirements for the application of recommendation letter.
3. Add a situation that allows the use of previously notified cosmetic product names
One cosmetic product name can only be notified by one notification applicant, except for the following two situations:
The previously notified cosmetic product name can be used for the notification submitted by the applicant's affiliated company. A statement letter proving the affiliation issued by the parent company and an approval letter issued by the owner of the previously notified cosmetics are required;
The previously notified cosmetic product name can be used for the notification of the same product aimed at different marketing targets. An approval letter issued by the owner of the previously notified cosmetics is required.
4. Other Amendments
1) Add notification application requirements for applicants with multiple manufacturing sites.
2) Add notification application requirements and notification template for the cosmetic product set.
3) Add two situations that allow applicants to apply for notification information changes, and clarify the change application process.
Change of the applicant’s company name (the product distributorship or ownership is not changed);
Change of the applicant’s company address (the address of the manufacturing site is not changed);
Changes in product packaging size and type;
Addition of manufacturers for product packaging;
Addition of manufacturing sites.
4) Clarify that cosmetics for export only do not require notification.
Notes: The draft does not modify the procedures of cosmetic product notification in Indonesia.
