Korea to Issue Domestic Sales Certificate for Overseas Korean Companies

The Ministry of Food and Drug Safety (MFDS) in Korea recently amended its Cosmetic law and will now issue domestic sales certificate for Korean companies registered abroad. The new regulation is effective since 1 July 2015

The Ministry of Food and Drug Safety (MFDS) in Korea recently amended its Cosmetic law and will now issue domestic sales certificate for Korean companies registered abroad. The new regulation is effective since 1 July 2015.

The amendment was made in response to a surge in requests from Korean companies with operations in China, Vietnam and Indonesia, calling upon their Korea based operations to submit a domestic sales certificate (a requirement to sell products in Korea).

In addition to offering certificates for those affected, MFDS also made clear that those without records of selling in Korean markets could also apply for the certificate—a decision seen as a major beneficial change for Korean companies operating overseas using the OEM model.

The domestic sales certificate is a regarded by many countries as an important supporting document when it comes to regulating and monitoring cosmetic products manufactured and sold by foreign companies registered within their borders. The Korean government itself has in recent years prioritized document inspection particularly those issued by foreign governments.
