Malaysia revised cosmetic ingredients requirements listed in Annexes of Guidelines for Control of Cosmetic Products in Malaysia. NPRA detailed information about how to deal with these amendments.

Annex 2 List of Prohibited Substances:

Three ingredients are newly added to prohibited list: 1), Lyral (HICC), 2), Atranol and 3), Chloroatranol. Already marketed cosmetics containing these newly banned ingredients are allowed to be sold until 22nd Aug. 2021, and new produced cosmetics can’t get cosmetic notifications any longer if adding these ingredients from 23rd Aug. 2019.

Annex 3 List of Restricted Substances:

Products containing hair dye ingredients should add a warning statement "wear suitable glove" on the label and leaflet. Marketed cosmetics haven't comply with this sealing requirement are only allowed to be sold until 30th Nov. 2020.

Annex 4 List of Colorant:

Ingredient "Zinc Oxide (CI 77 947)" added one new requirement: not to be used in applications that may lead to exposure of users' lungs by inhalation. Marketed cosmetics containing zinc oxide not complying with this new set are only allowed to be sold until 30th Nov.2018.

Annex 6 List of Preservative:

The maximum concentration of methylisothiazolinone revised to 0.0015% from previous 0.01%. Marketed cosmetics with previous permitted concentration of methylisothiazolinone (0.01%) are only allowed on the market until 31st May 2019.                                                       

It is the responsibility of the Cosmetic Notification Holder to comply with all above directions under Regulation 18A of the Control of Drugs and Cosmetics Regulations 1984 and the Guidelines for Control of Cosmetic Products in Malaysia.
