In general pesticides (including insect repellent products) are regulated by Lembaga Racun Makhluk Perosak Malaysia but Malaysia National Pharmaceutical Control Bureau (NPCB) has been receiving a high number of applications related to the manufacture of insect repellent products from cosmetic manufacturers.
Considering the huge demand NPCB made an exception that if the active ingredients of a product manufactured are listed in the Drug Registration Guidance Document (DRGD) those products are considered as cosmetics which are subject to cosmetic manufacturing regulations and the applications are acceptable to NPCB.
Malaysia NPCB further clarified that the manufacturers take full responsibility for ensuring the manufacturing in conformity with ASEAN Guidelines for Cosmetic Good Manufacturing Practice.
