Philippines FDA recently warned the public against buying lipsticks that are not notified with the FDA for those products may contain high levels of heavy metals, especially lead.
Most of the problem products are originated from China or are counterfeits sold by roadside vendors. The FDA has called on all local governments to confiscate the lipsticks without proper approval. Also, the Bureau of Customs is asked to keep a vigilant eye on imported lipsticks to prevent those products without FDA authorization from entering the Philippines market.
Heavy metals are inherently present in pigments (colorants) and some raw materials used in lipsticks, as a result of unavoidable natural contamination from the environment. Thus, the FDA requires cosmetics manufacturers to strictly comply with the current Good Manufacturing Practices (GMP) to ensure that the amount of contaminants are within the allowable limits set by the FDA, which is in alignment with the ASEAN Directives.
