In order to push forward the construction of designated laboratories for health food and cosmetics, SFDA starts to select labs concerning the following four types since September 24:
- Fast testing of health food and cosmetics;
- Safety of excipients (additives) of health food;
- Research on alternative toxicological methods for cosmetics; and
- Testing of banned and restricted substances in cosmetics.
According to Measures for the Administration of Designated Laboratories for Health Food and Cosmetics, issued by SFDA on June 11,2012, labs can be recommended by provincial food and drug departments or they can apply for the qualification voluntarily. SFDA is in charge of labs’ layout and plan, selection, examination and verification.
Generally, the applying unit should be an independent legal entity and be open to the public for more than 5 years. Besides the standard layout, the lab must bear outstanding advantages in expertise and be able to undertake testing and research missions assigned by SFDA. Specifically, SFDA has laid down conditions and requirements for the above-mentioned four kinds of labs.
A report of self-recommendation and necessary evidential documents are required to be submitted to SFDA before October 20, 2012. If a lab is introduced by provincial FDA, recommendations should also be presented.
If all application documents are up to standard, before December 20 this year, experts dispatched by SFDA will conduct on-site examination to pick out well-equipped and well-staffed laboratories.
