South Korea Proposes Amending Cosmetics Act to Regulate Environmental Claims and Standardize Labeling

On February 23, 2026, the Korea Cosmetic Association (KCIA) announced that it is gathering industry feedback on a proposed partial amendment to the Cosmetics Act. The draft bill, introduced by Representative Kim Ki-woong, aims to enhance consumer protection by requiring substantiation for environmental claims and authorizing the Ministry of Food and Drug Safety (MFDS) to develop standardized labeling phrases. Stakeholders are invited to submit their opinions to the KCIA by February 27, 2026.
