Specific Rectification on Illegal Addition in Health Food and Cosmetics

Shandong Food and Drug Administration continuously carries forward the specific rectification of chemical drug ingredients in health food and banned and restricted substances in cosmetics to prevent and cope with illegal addition and false advertising.

Shandong Food and Drug Administration continuously carries forward the specific rectification of chemical drug ingredients in health food and banned and restricted substances in cosmetics to prevent and cope with  illegal addition and false advertising.

Targeted products include the following types:

  1. health food that claims to have functions of losing weight, decreasing blood sugar, alleviating physical fatigue and improving sleep;
  2. cosmetic products that claim to have functions of whitening, hair dye, freckle-removal, acne treatment; and 
  3. health food and cosmetics that claim to have major functions and indications, or that expressively indicate disease prevention, treatment or medicinal effects, in packaging, labels and specifications.

The targeted objects are enterprises involved in production and operation of health food and cosmetics, especially those having weak management skills, entrusted manufactures and wholesalers.

The government will intensify monitoring on products’ packaging, labels and specifications. Health food manufacturers are prohibited to add functions, enlarge the scope of population on whom the products are intended to be applied and modify edible methods and intake without authorization, or forge approval document numbers and identifications.

Cosmetics are not allowed to be sold with illegal identifications or to be claimed as medical skin care products and cosmeceuticals against relevant regulations. If a substance is included in the list 2 in Hygienic Standard for Cosmetics 2007, it is banned to be used to make cosmetics. If a substance appears on list 3-7, producers shall comply with restrictive conditions stated in the lists, including field of application and/or use, maximum authorized concentration in the finished cosmetic product, other limitations and requirements, as well as conditions of use and warnings printed on the labels.
