Subordinated to the State Administration for Market Regulation, there sets an independent Drug Administration Department. Here is the change of personnel:

Only central institutions get involved into this reform plan, although the aim of this plan is to strengthen the authority of provisional administration. But State Commission Office of Public Sectors Reform will propose reform plan for provisional institutions after this central reform as well. For now, central government suggest provisional institutions can automatically alter their mode according to local market and industry conditions. For example, some provinces developed strong food or drug industry, then local authority can set up market supervision and administration bureau with independent food or drug bureau under the general institution.
The central will accelerate to formulate and divide duties belong to central and local government so that different levels of authorities wouldn't be overlapped.
