Takehome:

Taiwan FDA decided to ban micro plastic beads used in cosmetics in 2016 (see news on CL) and has now detailed the exact restrictions.

Rather than issuing a blanket ban, TFDA has clearly defined the prohibited usage conditions and drawn a clear line in the sand stating that micro plastic beads smaller than 5mm are not permitted for use.

Products within the micro plastic beads prohibited scope

Products of shampoo and the like

Products of body wash and the like

Product of facial cleansing and the like

Products of soap and the like

Products of facial scrub

Products of toothpaste

Products within the scope of permitted bead usage should ensure that product labels include the following information:

Solid beads: XXX (detailed ingredients)

Or solid beads: XXX larger than 5mm

Or the product doesn't contain micro plastic beads

This information was released during an internal conference, but TFDA encourage manufacturers or/and distributors to diminish the use of micro beads in advance before official provisions are enacted.
