Thailand Approves Another 9 Cannabis and Hemp-Derived Ingredients for Cosmetics Use

From May 18, another batch of cannabis and hemp-derived ingredients is permitted to be used in cosmetics in Thailand. Cosmetics containing such ingredients are subject to usage restrictions and must be labeled with specific warning information in Thai. At present, the approved hemp business only applies to the local companies in Thailand.

In January 2021, Thailand officially legalized the use of low-THC cannabis and hemp in cosmetics and laid down two business guidelines to regulate the usage restrictions and labeling requirements of permitted hemp ingredients. Four months later, on May 17, the Ministry of Public Health issued six notices making nine additions to the permitted hemp ingredients, which now totals 15. The notices have entered into force on May 18.

Specifics of the notices are as follows:

1. The following nine kinds of cannabis and hemp ingredients are permitted to be used in cosmetics. Notably, only domestic companies can produce and sell cosmetics containing these ingredients, provided the product's maximum THC content is within the specified limits. The imports of cosmetics with these ingredients are still prohibited.

1. The maximum authorized concentration in cosmetics is 1%.

2. Not to be used in oral products or products used in intimate areas;

3. The raw materials used must contain no more than 0.2% THC.

4. For ready-to-use oil or soft gelatin capsule products, the THC must not exceed 0.001%.

  • Discontinue use and consult a doctor or pharmacist if any abnormality occurs.

(2) For products in the form of oil or soft gelatin capsules:

  • Please do not eat.

2. Cosmetic products containing the above substances are required to print specific warning statements in Thai on the label. The warning information includes:
