On April 23, 2024, the Thai Food and Drug Administration (Thai FDA) officially approved the amendments to the country's cosmetic ingredient lists, following a period of public consultation that initiated on October 4, 2023. These amendments, effective immediately, bring Thailand's cosmetic regulations in line with the updates to the ASEAN Cosmetic Directive (ACD) adopted during previous ASEAN Cosmetic Committee Meetings.
Details of the amendments are as follows (The text in red indicates changes to the previous lists. Strikethrough indicates removal from the previous lists):
1. List of Prohibited Ingredients: one revised and one added

Notably, cosmetic stakeholders who had already manufactured, imported, or sold products containing the newly prohibited ingredient Deoxyarbutin (No. 1611) before April 23, 2024, are granted a grace period of 180 days to comply with the new regulation.

Similarly, cosmetic stakeholders have a 180-day grace period following April 23, 2024, if their products contained the revised ingredient Climbazole or any of the newly listed ingredients before this date.
Labeling Updates
Furthermore, to ensure consistency with the revised restricted ingredient list, the List of Warnings on Labels for Cosmetic Containing Restricted Ingredient has also been updated. The labeling requirements for silver nitrate have been removed. Additionally, modifications to the labeling requirements for Climbazole (No. 73) and the inclusion of labeling requirements for the eight newly listed ingredients have been implemented.
During the 180-day grace period, cosmetic products containing the affected ingredients (excluding silver nitrate) with old labels can still be sold. However, after this period, updated labels that comply with the new requirements must be used.
