On June 24, 2025, China's NMPA restructured the IECIC into IECIC I and IECIC II, creating a two-tier and dynamic management system for cosmetic ingredients.

On June 24, 2025, China's National Medical Products Administration (NMPA) released a significant announcement introducing major adjustments to the Inventory of Existing Cosmetic Ingredients in China (IECIC). The changes include the introduction of a two-tier inventory system and a dynamic adjustment mechanism, marking a new phase in China's cosmetic ingredient supervision. NMPA has officially divided the IECIC into two distinct lists to enhance clarity and oversight:
