

South Korea has established a cosmetic safety assessment system through the partial amendment to the Cosmetics Act (Act No. 21302, promulgated on December 30, 2025). Under the new system, cosmetic responsible sellers are required to prepare and retain product safety assessment documentation reviewed by a safety assessor before products are placed on the market or distributed. MFDS plans to further develop detailed rules and conduct pilot programs in 2026, with phased implementation expected from 2028 and full mandatory application around 2031.
