In the past, China required all imported cosmetics to conduct animal testing, which prevented many overseas companies from entering China through general trade. Eventually on May 1, 2021, China exempted mandatory animal testing for imported general cosmetics. This is definitely a great news for overseas companies, but there are also certain thresholds. Interview Vol. 1 | Detailing Ingredient Submission Code Required for Cosmetic Registration and Notification

As per China’s new cosmetic regulations, the cosmetic registrant and notifier shall fill in ingredient submission codes provided by their ingredient manufacturer to associate the ingredient safety information without the need to upload related documents by themselves. The ingredient submission code is totally a new notion. Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods.
