China officially implemented the long-awaited new cosmetic regulation—Cosmetic Supervision and Administration Regulation (CSAR) and its supporting rules, marking the full implementation of its new cosmetic regulatory framework. Japan launched a new version of the overarching technical standards for quasi-drugs—Japanese Standards of Quasi-drug Ingredients (JSQI 2021). South Korea introduced the natural and organic cosmetic raw material certification mechanism. China Taiwan, ASEAN countries (Indonesia, Malaysia, Vietnam, Thailand), India and Australia have also undergone several regulatory updates.Global cosmetic stakeholders need to stay vigilant about the frequent regulatory changes, so as to effectively address compliance challenges and aim for great success while shouldering their social responsibilities. The year 2020 saw many significant regulatory updates in the Asia-Pacific region. China finalized the overarching regulation-Cosmetic Supervision and Administration Regulation (CSAR) after 30 years of waiting and introduced a series of supporting rules, indicating the overhaul of China's cosmetic regulatory framework. South Korea implemented the regulations on custom cosmetics and revised the requirements for functional cosmetics, restricted ingredients, colorants, etc. Japan, ASEAN and China Taiwan made significant changes on ingredient lists. China began cosmetic regulatory reform in earnest in 2014. In 2015 the reforms made significant progress. In 2015, China State Council released the second draft of the overarching cosmetic regulation in China- Regulation concerning Supervision and Administration over Cosmetics for public consultation; the outdated Cosmetic Safety Technical Standard 2007 has been replaced by Cosmetic Safety Technical Standard 2015; and the long-awaited Guidance for Cosmetic Safety Risk Assessment had also been drafted by CFDA and released for public consultation.

2014: Implementation & Trends of China's Cosmetics Regulations

Along with the development of the Chinese cosmetic industry, the demands of increased global trade and technological development as well as the regulatory disparities existing between Chinese regulatory frameworks and that of its global counterparts, cosmetic regulatory reform in China is imperative. On the 11th of Sep 2013 China Food and Drug Administration (CFDA) announced the revision of the overarching regulation Regulations concerning the Hygiene Supervision over Cosmetics. The amendment was not simply a refinement of its predecessor but represented an overhaul of the regulatory system and served as the foundation for all future reforms.In the remaining months of 2013, CFDA continued reformations with a series of revisions of the overarching regulation through successive rounds of public consultation and also promulgated two significant regulations namely Requirements for Filing of Domestic Non-special Use Cosmetic Products and Requirements for Management on Whitening Products. However all these amendments did not enter into force in 2013 except the Requirements for Management on Whitening Products. The regulation stipulates, "Whitening products are reclassified as special use cosmetics and fall into the category of spot-removing products. From 30 June 2015, the manufacture and import of whitening products without an accompanying special use cosmetic certificate will be banned". The ground work for reform of China's cosmetic industry began in 2013 with the drafting of major new regulations however the major restructuring of the industry only really began in earnest in 2014 with the implementation of many of these previous draft regulations and the implementation of other new supporting regulations.
