China Releases Cosmetic Ingredient Safety Data Catalogs

On April 10, 2024, the China National Institutes for Food and Drug Control (NIFDC) issued a public announcement soliciting opinions on the Index of Cosmetics Safety Assessment Data from Authoritative Organizations and Ingredient Usage Information of Marketed Products. Subsequently, on April 30, 2024, NIFDC released the finalized version of the Index of Cosmetics Safety Assessment Data from Authoritative Organizations and Ingredient Usage Information of Marketed Products.

[Updated] China Expands Recognized Ingredient Safety Data for Safety Assessment Report

UK Proposes to Ban the Supply and Sale of Plastic-contained Wet Wipes

On April 24, 2024, UK notified WTO of a draft regulation titled The Environmental Protection (Wet Wipes Containing Plastic) (England) Regulations 2024, aiming at prohibiting the supply and sale of wet wipes containing plastic, including cosmetic wipes. Once the draft is approved, the supply and sale of wet wipes containing plastic in England will face strict prohibition, with only three specified exemptions.

Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
