China Blocks Market Entry of Imported Toothpaste Containing Benzethonium Chloride

Recently 32 batches of imported cosmetics were disqualified during entry inspection and quarantine. Although not regulated as a cosmetic in China a consignment of toothpaste also failed to pass customs inspection due to the presence of Benzethonium Chloride. CFDA to Adjust Cosmetic Registration/Filing Application Relating to Cosmetic Production License

Since China adopted the new cosmetic licensing system, only the new Cosmetic Production License is acceptable from Jan 1st 2017 (see more: CL). CFDA will further adjust some details on cosmetic registration/filing application systems to make them link up. For approved domestic special use cosmetics whose actual production spot remains the same, if the batch number of new Production License is different from that of the original one, the applicant doesn't need to apply for change alone. Taiwan to Revise Hair Dye Ingredient Requirements

TFDA will revise hair dye ingredient requirements in list of "Maximum levels of Medical, Poisonous or Potent Drugs in Cosmetics"; Limitations and requirements for certain ingredients have changed and 33 new hair dye ingredients are added to the list. The new standard will be effective on Jan 1st 2019. Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods.
