Taiwan MoHW Redefines Cosmetic Categories List Scope

To allay any regulatory ambiguities caused by unclear classification of hair coloring agents considered “Cosmetics”, with hair dyes containing medical, poisonous or potent drugs, "Taiwan Ministry of Health and Welfare" announced that it has renamed the Cosmetic Categories List as “Cosmetics Scope and Categories List” and hair coloring agents as “hair colorants”. The change has been effective since March 19 2015.

Korea to Amend Usage Limit of Two Cosmetic Ingredients

On March 24 2015 Korea MFDS announced it will amend the usage limit of the compounds of Methylchloroisothiazol inone and Methylisothiazolinone and Triclosan prescribed in the Korea Cosmetic Safety Standard based on the results of hazard assessment. The amendment is now undergoing public consultation until May 26 2015.

China Strengthens Management of Cosmetic Production Licensing

In an effort to standardize cosmetics production licensing procedures and set clear inspection standards, on March 17 2015 China Food and Drug Administration (CFDA) released “Guidelines for Cosmetics Production Licensing (Interim)” and “Key Points for Inspection of Cosmetics Production Licensing (Interim)”. These two regulations are now undergoing public consultation until April 10 2015.

Korea Implements Two New Quasi-drug Labeling Requirements

Korea Takes First Step Towards Ending Cosmetics Animal Testing

On March 11 2015, the revision of Korea’s cosmetic act was proposed by congresswoman Jung-Lim Moon at the National Assembly with the goal of ending animal testing of cosmetics. The announcement marks a milestone in Korea’s journey towards ending animal testing of cosmetics. The draft bill has already received support from 22 Assembly members and will be discussed at the upcoming Assembly session in April. If successful the bill will come into effect two years after its announcement.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
