China's High-end Cosmetics Market ---L'Oreal's Case Analysis

With the rise of the affluent young Chinese middle class and their increasing demands for high quality products, consumers in China have shown greater interest in high-end cosmetics products. According to statistics, in 2013 one third of the global luxury product sold were purchased by the Chinese and it is estimated that by 2020, 40% growth of the global high-end cosmetics market will be contributed by Chinese consumers.

China National Standard: Determination Methods of Three Prohibited Cosmetic Ingredients

National standard “GB/T 30942-2014 Determination of 2-methoxyethanol, 2-ethoxyethanol and 2-(2-methoxyethoxy) ethanol in cosmetics”, formulated by Fujian Institute of Quality Inspection and Technical Research entered into force recently. The standard specifies the determination methods of the three ingredients in cream, lotion and liquid products. According to the standard, the detection limit of these ingredients is 15mg/kg and the limit of quantitation is 50mg/kg.

New Draft of China Cosmetic Safety Standard

Data compiled on January 21st, 2015 revealed that the number of the enterprises granted a cosmetics production license certificate was 3880, and the number of individual licensed cosmetic products was 275,127. With the rapid development of China's cosmetics industry the current cosmetics safety standard "Hygienic Standard for Cosmetics 2007" (hereinafter "the Standard 2007") lacks the specific provisions to adequately regulate China's industry evidenced by the large number of cosmetic related adverse events reported by the CFDA since it took over regulatory responsibility from the MoH. China Drafts Cosmetic Technical Safety Standard

In an effort to develop regulatory protocols and standards which match the technical and supervisory capacity of the cosmetic industry, the CFDA is revising the 2007 Hygienic Standard for Cosmetics. To date the most significant progress made in amending this standard was the release of the revised body of the 2007 Hygienic Standard (renamed Technical Safety Standard for Cosmetics) in 30 Nov 2012. Since January 2014 the CFDA has coordinated with the National Institutes for Food and Drug Control (NIFDC) in a further revision of this draft. Following over a year of detailed revision work, the NIFDC is now soliciting opinions from the public on the new draft of the Technical Safety Standard for Cosmetics. Chinese Consumers Want Compulsory Disclosure of Efficacy Information

In line with CFDA’s recent policy to increase public input into cosmetic regulatory affairs it has authorized Health and Beauty to conduct an investigation on cosmetic safety, consumption and regulation. The investigation took 3 months to complete and involved ten thousand consumers from Beijing and the Yangtze River Delta region and also included feedback from more than 500 hundred cosmetic manufacturers.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
