Chinese Consumers Want Compulsory Disclosure of Efficacy Information

In line with CFDA’s recent policy to increase public input into cosmetic regulatory affairs it has authorized Health and Beauty to conduct an investigation on cosmetic safety, consumption and regulation. The investigation took 3 months to complete and involved ten thousand consumers from Beijing and the Yangtze River Delta region and also included feedback from more than 500 hundred cosmetic manufacturers.

In line with CFDA’s recent policy to increase public input into cosmetic regulatory affairs it has authorized Health and Beauty to conduct an investigation on cosmetic safety, consumption and regulation. The investigation took 3 months to complete and involved ten thousand consumers from Beijing and the Yangtze River Delta region and also included feedback from more than 500 hundred cosmetic manufacturers. The investigation culminated in the publication of China’s first “Cosmetics Consumption Report” and was officially published on December 17th 2014.
 
The report showed that the efficacy of cosmetics is a major consumer concern followed closely by quality, safety and price. 70% of consumers say that cosmetic enterprises should be required to publish efficacy information and that cosmetics without validated efficacy should be required to label such information. In addition consumers also believe that special use cosmetics should be divided into more categories and subject to stricter pre-market approval and post-market surveillance. Consumers also advise CFDA to establish convenient complaint channels for quality and safety issues particularly adverse reaction reporting.
