A New Guidance for Children Cosmetics Application

On October 12, 2012, SFDA released the final version of Guide for the Application and Review of Children's Cosmetics, which will take into effect from February 1 of 2013. Cosmetics used by children not older than 12 will be regarded as “children cosmetics”.

New Cosmetic Ingredients Application Process: Interpretation and Advice

China imposes stringent supervision over new cosmetic ingredients (NCI) and their pre-market approval. According to the Article 9 of the overriding Regulations concerning the Hygiene Supervision over Cosmetics 1989, before a new ingredient is used to make cosmetics, an application must be made to the relevant health department for approval. As a matter of fact, it is tough and time-consuming to apply for the approval of a NCI in China though the tests conducted on new ingredients are one-third of those for new chemicals required under "MEP Order 7" and there is no need to perform environmental exposure assessment.

Toxic Heavy Metals Haunt Cosmetic Famous Brands

Cosmetic industry in China is relatively under-developed so a large amount of Chinese ladies are big fans for overseas world famous cosmetic brands. However, recently, an investigation, conducted by Canadian Environmental Protection on 49 kinds of cosmetic products from world-renowned brands, has found that all tested cosmetics contain several toxic substances, such as arsenic, cadmium, lead, mercury, etc, none of which has been printed on labels. Prestigious cosmetic companies, like Clinique, L’Oreal and Cover Girl, are all involved in this terrible storm.

Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
