ASEAN Revises and Supplements Cosmetic Ingredient Standards (2017-2018)

ASEAN held the 26th ACSB Meeting during which it revised cosmetic ingredients requirements, shortly after ASEAN released the last revision list a month ago (see news: ASEAN Added New Standards for Cosmetics Ingredients in Lists (2016-2017) on CL). ASEAN revised cosmetic ingredient requirements and added new standards detailing restricted ingredients, preservatives and UV filters. These changes will be effective from Nov 2017 (some will be effective from 2018), and suggestions can be submitted until July 31st 2017...

Indonesia to Enhance Law Enforcement on Imported Cosmetics

Indonesia POM disclosed that in 2016 they found 9071 types of illegal imported cosmetics with a total value of more than 77.9 billion IDR. The illegal cosmetics included cosmetics containing hazardous ingredients, cosmetics without a notification number and cosmetics imported through illegal channels. The discovered hazardous ingredients contained in the cosmetics include mercury, hydroquinone, retinoic acid, red dye K3, K10 red, Sudan IV and even two pharmaceutical drugs: Clindamycin ( an antibiotic which inhibits the bacterial 50s ribosomal subunit) and Theophylline (a drug used to treat asthma) both which have significant side effects...

During the 23rd ACC Meeting and its related events, several amendments to ACD technical documents were proposed and passed. Corresponding grace periods for different countries were simultaneously determined based on industry status quos. UV filter 3-Benzylidene camphor will be banned for use in Cosmetics, which are added to the Annex II “List of Substances Which Must Not Form Part of the Composition of Cosmetic Products”. Indonesia Releases Guidelines for Control of Cosmetics Advertising

To protect the public from misleading and disingenuous advertisements, Indonesia BPOM released “Technical Guidelines for the Control of Cosmetics Advertising” to standardize the advertising and to align with the current industry conditions. The guidelines stipulate that the advertisement notification number holder bears full responsibility to monitor and ensure the legality of advertisements. The holder can only advertise cosmetics after obtaining marketing authorization in the form of notification. Indonesia to Require Halal Certification on Products’ Labels

Indonesia is planning to require halal certification on products’ labels on the basis of Halal Product Assurance Law. A new official authority “Badan Penyelenggara Jaminan Produk Halal” (BPJPH: Halal Product Guarantee Agency) will issue these halal certificates.

Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
