EU Finalizes the Updated Glossary of Common Ingredient Names

On April 29, 2022, the EU released the updated "Glossary of Common Ingredient Names", which will be effective from April 29, 2023. The updated glossary corrected existing ingredient names that were erroneously reported or omitted, and newly included 3,579 ingredient names.

EU to Revise the Ingredient Lists in Cosmetics Regulation: 2 Newly Restricted Ingredients and 2 Newly Permitted UV Filters

The EU drew up a draft Commission Regulation to amend the ingredient lists in Regulation (EC) No 1223/2009 on Cosmetic Products. The amendments include adding 2 restricted ingredients and 2 permitted UV filters, and revising the use requirements for 1 UV filter.

EU SCCS Consults on Opinion as to Triclocarban and Triclosan

On March 25, 2022, EU SCCS provided preliminary scientific advice on Triclocarban (CAS No. 101-20-2) and Triclosan (CAS No. 3380-34-5) as substances with potential endocrine disrupting properties in cosmetic products. The advice is open for comments until May 27, 2022.

EU to Ban the Use of 5 Batches of Nanomaterials in Cosmetics

EU SCCS Releases Final Opinion on Butylated Hydroxytoluene (BHT) and Advice for UV-filter Homosalate

On September 28, 2021, EU Scientific Committee on Consumer Safety (SCCS) released opinions open for comments on Butylated Hydroxytoluene (BHT) until November 23, 2021. On December 3, 2021, the SCCS released final opinion on BHT, introducing no changes after the eight-week commenting period. On the same day, the SCCS also provided advice on the safety of Homosalate (CAS No 118-56-9, EC No 204-260-8) as a UV-filter in cosmetic products.

On Oct. 14, 2021, European Union consulted on the revised use conditions for Benzophenone-3 and Octocrylene in the List of UV Filters Allowed in Cosmetic Products of Regulation (EC) No 1223/2009 and the new threshold for labelling formaldehyde releasers on the finished cosmetic products containing substances in the List of Preservatives Allowed in Cosmetic Products. The final date for comments about the revisions is December 13, 2021.

Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
