Korea to Revise Cosmetics Act

On 21 Apr 2014, KFDA issued a pre-announcement on amendment to the Cosmetics Act. A series of modifications have been proposed, primarily to alter the definition of cosmetics, functional cosmetics and hazardous cosmetics (referring to cosmetics that pose potential hazard to human health). The announcement is open for public consultation until 2nd of June.

CFDA Further Specifies the Definition of Whitening Cosmetics

The regulation of whitening products is currently in a transitional period after the CFDA released Circular No.10-2013 on 16 Dec last year. In this circular whitening products were re-categorized from non-special to special use cosmetics.

Taiwan FDA Consults on the Revised List of Coloring Agents Permitted in Cosmetic Products

On 10 Jan 2014, Taiwan FDA opened for public comments the revised list of coloring agents allowed in cosmetic products. The draft list includes 93 substances (20 less than in the current list) which are divided into 4 categories based on the scope of their application.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
