Japan JCIA Updates Voluntary Standards for Tar Colors

Japan Cosmetics Industry Association (JCIA) released an amendment for Voluntary Standards for Tar Colors in Cosmetics. The amendment stated that the JCIA established voluntary management limits to regulate the presence of specific aromatic amines and potential impurities in nine types of tar colors, setting maximum limits for five specific aromatic amines.

Japan Plans to Approve A New Ingredient for Rinse-off Hair Styling Products

On March 8, 2024, the Ministry of Health, Labour and Welfare of Japan released a proposal for the Standards for Cosmetics, inviting public consultation. The proposal requests the inclusion of "Cysteamine Hydrochloride". Any comments can be submitted before April 8, 2024.

Taiwan to Restructure Cosmetic Ingredient Lists, Effective July 1, 2024

On January 4, 2024, TFDA revealed plans to adjust the current cosmetic ingredient lists. The proposed amendments include abolishing the current List of Specific Purpose Ingredients in Cosmetic Products and the List of Antibacterial Ingredients Allowed in Cosmetic Products, newly establishing the List of UV Filters in Cosmetic Products, as well as adding 122 ingredients, revising 31 ingredients, and deleting 2 ingredients in the List of Ingredients Restricted in Cosmetic Products. These amendments are scheduled to take effect on July 1, 2024.

Japan Revises the Requirements for Quasi-drugs

On March 27, 2023, MHLW issued Notification 0327 No. 1 and Notification 0327 No. 5, including minor adjustments to reagents and test solutions in Japanese Standards of Quasi-drug Ingredients 2021 (hereinafter the “JSQI 2021”) and revision to the application for manufacturing and sales license. These amendments came into effect upon its publication on March 27, but the previous provision can still be applied before September 30, 2024.

Japan Revises the List of Permitted Additives in Quasi-drugs

On December 23, 2022, Japan issued two amendments to revise permitted additives in quasi-drugs products. They are Amendment to Positive List of Quasi-drug Additives1 and Amendment to Positive List of Additives in Hair Dyes2. Up to now, there are a total of 1,848 additives that can be used in hair dye products and 2,746 additives that can be used in quasi-drug products. These revisions came into effect on December 31, 2022. The main revisions are as follows:

Japan Updated the Positive List of Additives in Hair Dyes and Permanent Wave Products for the First Time in Five Years
Oct 20, 2021
"Collections of Quasi-drugs Additives Standards” is no longer used as a specification reference for additives of hair dyes and permanent wave products. A new hair dye additive has been added to the Positive List of Hair Dye Additives. Up to now, a total of 1,849 additives are included in the list.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
