On April 10, 2024, the China National Institutes for Food and Drug Control (NIFDC) issued a public announcement soliciting opinions on the Index of Cosmetics Safety Assessment Data from Authoritative Organizations and Ingredient Usage Information of Marketed Products. Subsequently, on April 30, 2024, NIFDC released the finalized version of the Index of Cosmetics Safety Assessment Data from Authoritative Organizations and Ingredient Usage Information of Marketed Products.

China May Provide Six-month Transition Period for Submission of Cosmetic Safety Assessment Report (Full Version)

1) The regulatory authorities are developing and aiming to promptly publish optimization measures and technical guidance documents pertaining to cosmetic safety assessment; 2) Regarding the submission of full version of safety assessment reports, a six-month transition period is under consideration. Registrants and notifiers of cosmetic products that have already started safety assessments before May 1, 2024, will be allowed to submit a simplified version of the report within a specified timeframe.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods.
