Cruelty Free International attended the "International Cooperation on Cosmetics Regulation" conference and urged regulatory bodies to establish a deadline for a global phase out of animal testing by 2021. Alternatives testing methods have been invented and applied in half of the global cosmetic market. China currently only accepts one of them (3T3) and hasn't banned animal testing yet...

Avoiding China Cosmetic Animal Testing Requirements: Tips for Industry

Takehome: To avoid animal testing requirements international cosmetics companies can consider: 1) Setting up a manufacturing facility in China to manufacture non-special use cosmetics 2) Consider using CBEC, although the regulatory landscape in this sector is changing fast. In the next couple of years we can expect standard regulatory requirements to be the same as crossborder ecommerce. 3) Consider exporting raw materials or semi-finished products in bulk for repackaging in China. 4) There is some light at the end of the tunnel for cruelty free cosmetic companies as China recently approved an alternative to animal testing (see CL news).

China FDA Make Giant Leap towards Realizing a Cruelty Free Cosmetic Sector

Our sources have reliably informed us that China Food and Drug Administration has approved an alternative to animal testing of cosmetics ingredients, specifically the in-vitro 3T3 NRU phototoxicity test. An official notification relating to the alternative has been internally circulated in the National Institutes for Food and Drug Control (NIFDC) which is responsible for formulating cosmetic technical standards including testing methods. The internal notification specifies that the alternative “In Vitro 3T3 NRU Phototoxicity Test for Chemicals in Cosmetics” was reviewed and passed by the Cosmetic Expert Committee. Acceptance of Episkin Model in China Facing an Uphill Struggle

The significance of the Episkin model is that it could establish an alternative to animal testing for cosmetic products and ingredients and raises the possibility that such alternatives can entirely replace animal testing as the method used to verify the safety of cosmetics and cosmetic ingredients in China. China Ends Mandatory Animal Testing for Domestic Non-special Use Cosmetics from 30 Jun 2014

From 30 Jun 2014 the cosmetics industry will no longer be a required to submit written dossier for registration of non-special use cosmetics produced in China. A new online registration will replace the previous version. From Jun 30th animal testing will also be optional for this category of cosmetic which includes products for skin, hair, nails, make-up and perfumes. Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
