Brazil Updates Cosmetic Ingredient Lists Following Mercosur Revisions

In alignment with Mercosur requirements, Brazil revised its cosmetic ingredient control framework, affecting both the prohibited and restricted ingredient lists. A transitional compliance period of 12–24 months applies depending on the substance. The amendments include:
1) List of Prohibited Ingredients: 13 additions, four revisions, and four deletions;
2) List of Restricted Ingredients: expansion to 194 numbered entries, updates to use conditions, and addition of INCI names and CAS numbers.
On June 15, 2026, Brazil published Resolution RDC No. 1029/2026 and Resolution RDC No. 1030/2026, updating the lists of restricted and prohibited ingredients for cosmetic products. These mandatory regulations incorporate relevant Mercosur resolutions into the national regulatory framework, and took effect immediately upon publication.1-2
